Job Purpose
Leading Violet’s large-scale humanitarian portfolio in Northwest Syria across seven, often integrated, sectors (including FSL, ERL, SNFI, WASH, Health, Education, CCCM), by supervising the quality implementation of programs, leading program managers, and providing technical advice to both fields and headquarter teams.
The Programs Manager is a critical leadership role responsible for planning, implementing, and overseeing the various humanitarian programs of Violet Organization for Relief and Development. This position involves effective program management, maintaining and building partnership relations, staff supervision, and ensuring the achievement of program objectives and strategies. The Programs Manager reports to the Interim Programs Quality Director and works in collaboration with other support functions to ensure successful program outcomes.
Key Responsibilities
Program Planning and Development:
- Lead on program strategies, goals, and objectives in alignment with the organization’s mission.
- Contribute to the proposals development, detailed program work plans and budgets to ensure efficient resource allocation.
- Maintain comprehensive program records, documentation, and databases.
Program Implementation and Monitoring:
- Oversee the implementation of all assigned programs, to ensure a timely and cost-effective manner.
- Facilitate the project implementation between the operations department and the program staff for the whole project process including implementation and financial aspects.
- Supervise and guide the program staff in their implementation of program activities and outcomes to guarantee they meet quality and impact standards.
- Identify potential risks and challenges and develop strategies to mitigate them.
- Lead TPM processes for assigned projects in collaboration with the relevant program manager
Partnership Management:
- Maintain positive relationships with partners and donors and maintain clear communication channels to ensure effective program delivery.
- Explore and assess new program opportunities, partnerships, and funding sources.
- Play a vital role in the Organization’s partnerships and Advocacy campaigns by representing the Organization in donor and partner meetings on high levels to advocate for the needs of the Syrian community
- Follow up on donor and partner requirements and support the relevant program manager, if needed.
- If needed, support the program team on ad-hoc or irregular reports to the donor or partner.
Team Leadership:
- Supervise, mentor, and provide guidance to program staff, especially Program Managers (4 to 6 direct reports) and if needed to the field teams.
- Promote a positive and inclusive working environment that encourages team collaboration and professional growth.
- Uphold and champion principles of transparency, accountability, participation and ethical practices in program delivery.
Budget and Financial Management:
- Develop, monitor, and manage program budgets in accordance with donor guidelines and organizational policies.
- Ensure financial transparency and accountability in program spending.
- Respect and apply all the PSEA and child protection principles, and show high commitment to report any PSEA & CP action.….
- Commitment to implementing the child safeguarding and PSEA policy by considering them when planning and designing activities as well as when receiving complaints or observing issues related to this matter and fulfill their obligation to report it directly via the assigned channels or directly to senior management. Raising awareness to their assigned staff of the child safeguarding and PSEA policy plus reporting mechanisms and how to deal with it.

Qualification (Education/Work Experience)
- Essential:
- Bachelor’s degree in a relevant field (e.g., International Development, Social Sciences, or Public Administration). Master degree is plus
- A minimum of 5 years of experience in program management within the humanitarian sector, preferably with a strong background in FSL, ERL and SNFI programs
- Familiarity with various donor compliance and reporting requirements.
- Proven record of successful proposal submissions for large-scale humanitarian projects.
